Establishes a statewide product stewardship program for architectural paint requiring producers to finance collection and recycling systems with stewardship assessments added to purchase prices, effective January 1, 2014.

Creates wolf hunting and trapping licenses with $50 fee for residents and $230 for nonresidents; establishes a wolf management and monitoring account funded by license revenues for wolf-related management, research, damage control, and enforcement.

Increases various hunting and fishing license fees, lifetime license fees, and surcharges; adds new short-term licenses including 72-hour hunting and fishing licenses and introduces a Minnesota "super sports" license combining fishing, small game, pheasant, waterfowl, and deer hunting.

Allows the commissioner to issue general permits to governmental subdivisions and the general public for various natural resource activities including endangered species management, public waters work, water appropriation, and aquatic plant control.

Modifies hunting eligibility requirements for youth ages 12-17, removes previous firearms safety certificate requirements for certain groups, and adjusts watercraft surcharges for aquatic invasive species management ($10-$25 depending on watercraft type).
