Requires municipalities and property owners to publish notice of annexation intent in the official newspaper of the affected town, in addition to serving the township clerk by certified mail.

Allows town boards or city councils to request a referendum on proposed annexations upon receipt of a petition signed by residents equal to at least 20 percent of votes cast in the most recent applicable election.

Establishes a referendum process where the chief administrative law judge must stay annexation proceedings and order both city and town to conduct referendums; annexation is approved only if at least 75 percent of voters in both jurisdictions approve.

Prohibits acceptance of new annexation petitions for the same or substantially similar land (25 percent or more) for three years following voter rejection of an annexation.

Requires town government approval and written consent from all property owners in the proposed annexation area before the chief administrative law judge can issue a final annexation order; effective May 1, 2012.
