Requires applicants under 18 years old to present school attendance certification to obtain or renew driver's instruction permits, provisional licenses, driver's licenses, motorized bicycle instruction permits, and motorized bicycle operator's permits, effective September 1, 2011.

Defines school attendance as meeting attendance laws and policies for enrolled students, having a high school diploma or GED certificate, or being home-schooled in compliance with state requirements.

Disqualifies applicants from obtaining permits or licenses if they are expelled from school under the Pupil Fair Dismissal Act (sections 121A.40 to 121A.56).

Requires schools to certify applicant school attendance upon request using forms prescribed by the commissioner of public safety.

Allows disclosure of educational data to driver's license authorities as necessary for certification of school attendance or expulsion under the new section 171.056.
