Modifies the purpose of family stabilization services to clarify they serve families not making progress in the regular employment and training track of MFIP due to employment barriers.

Replaces "case management" terminology with "family stabilization services" and streamlines definitions, removing separate definitions for "case manager" and "case management."

Changes the requirement to meet with participants within 30 days of eligibility determination to develop a family stabilization plan, removing specific case management procedures and monthly contact requirements.

Eliminates detailed plan content requirements (participant's long-term self-sufficiency plan, assessment of strengths and barriers, and identification of needed services) and simplifies plan review procedures.

Modifies cooperation requirements to base appropriate service hours on participant and family needs rather than scheduled activity hours, and removes the six-month progress review requirement and excusal provisions for unavailable services.
