Amends Minnesota Statutes section 162.09 to create a new category of "state-aid eligible cities" for municipal state-aid street funding purposes.

Defines eligible cities as statutory or home rule charter cities with populations between 4,000 and 5,000 (per latest federal census) that incur costs directly attributable to a new St. Croix River bridge trunk highway project in Washington County.

Deems eligible cities to have a population of 5,000 and sets their money needs equal to their local bridge project costs for apportionment calculations.

Caps total apportionment to an eligible city across all applicable years at the most recent calculation of its local bridge project costs.

Applies these provisions for 20 calendar years from when a city first becomes state-aid eligible, unless the city's population reaches 5,000 or more under the federal census or other statutory provisions.
