Appropriates $35,000,000 from bond proceeds to the commissioner of employment and economic development for a grant to the city of Rochester for the Mayo Civic Center expansion project

Funds will support construction and furnishing of approximately 188,000 square feet of new addition and renovation of approximately 31,000 square feet of existing space at the Mayo Civic Center

Authorizes the commissioner of management and budget to sell and issue state bonds up to $35,000,000 to provide the appropriated funds

Bond sale and issuance governed by Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7
