Makes it a gross misdemeanor to knowingly falsify a report to law enforcement that a firearm has been lost or stolen.

Elevates the false firearm loss/theft report to a felony (up to 5 years imprisonment and/or $10,000 fine) if it is a second or subsequent offense, or if the person knew the firearm was transferred to someone intending to use it in furtherance of a felony crime of violence.

Expands the crime of transferring firearms to ineligible persons by changing the standard from "knows" to "knows, or has reason to believe" the transferee is disqualified under state or federal law.

Makes transferring a firearm a felony if the transferee uses the weapon within one year in furtherance of a felony crime of violence, or if the transferor knew or had reason to believe the transferee intended to use it in furtherance of such a crime.

Makes persons convicted of false firearm loss/theft reports or illegal firearm transfers permanently ineligible to possess firearms.

All provisions are effective August 1, 2012, and apply only to crimes committed on or after that date.
