Allows motor vehicles to be titled in transfer-on-death (TOD) form by designating a beneficiary on the certificate of title.

Beneficiary receives no interest in the vehicle until the owner's death; the owner can change the beneficiary designation at any time without beneficiary consent by filing a new certificate of title.

Ownership automatically transfers to the designated beneficiary upon the owner's death, subject to the rights of any secured parties or lienholders.

If no designated beneficiary survives the owner, the vehicle must be included in the owner's probate estate; TOD transfers are not considered testamentary transfers.

Creditors and secured parties retain their rights to pursue claims against the TOD beneficiary.
