Requires health plans to cover orthotic and prosthetic devices, supplies, and services including repair and replacement, consistent with federal Medicare coverage under the Social Security Act.

Defines orthoses as custom-fabricated or custom-fitted external medical devices prescribed by physicians or licensed health care providers to correct deformities, provide support, or improve function.

Defines prostheses as external medical devices that replace or restore missing limbs or body parts and must be furnished under physician or licensed prescriber orders.

Prohibits separate financial requirements, limits, or preexisting condition exclusions for orthotic and prosthetic benefits; co-payments and coinsurance must be no more restrictive than medical and surgical benefits.

Effective August 1, 2011, for all health plans issued or renewed to provide coverage for Minnesota residents on or after that date.
