Proposes amendment to Minnesota Constitution, Article IV, Section 10 to abolish the privilege from arrest for legislators during legislative sessions and while traveling to or from sessions.

Removes the existing exception that allowed legislators to avoid arrest except for treason, felony, and breach of the peace during sessions.

Retains protection for legislators from being questioned about their speech or debate in other places.

Requires submission of the proposed amendment to voters at the 2012 general election with a yes/no ballot question.
