Prohibits government entities (state agencies and political subdivisions) from charging rent significantly lower than market rates for publicly owned stadiums or sports facilities serving professional sports teams.

Requires government entities to determine market rates using a publicly published market comparison that measures proposed rents against those charged in other jurisdictions for similar publicly owned stadiums and sports facilities.

Market comparison must include an assessment of market conditions in the analysis.

Effective immediately upon final enactment and applies to all new rent agreements, leases, and any renewed or renegotiated agreements entered into after the effective date.
