Authorizes an additional lane on each side of Interstate Highway 35E between Interstate 94 and Interstate 694 to be converted to a toll facility, creating an exception to the general prohibition on toll conversions.

Expands the commissioner of transportation's authority to charge fees on high-occupancy vehicle lanes and other high-occupancy toll lanes in addition to dynamic shoulder lanes.

Eliminates the requirement to repay the trunk highway fund and other fund sources from toll revenues collected under the MnPASS program.

Redirects remaining toll revenues from transportation capital improvements within the corridor and transit service expansion to the MnPASS system, including replacement of tolling equipment.

Repeals subdivision 2a of Minnesota Statutes section 160.93.
