Applies to Congress under Article V of the U.S. Constitution to call a constitutional convention for proposing amendments requiring a balanced federal budget.

Proposed amendments must require the federal government to account for all obligations, provide exceptions for national emergencies and security threats, impose spending limits, and require extraordinary vote majorities for new or increased taxes.

Directs Minnesota's Secretary of State to transmit copies of the resolution to the Speaker and Clerk of the U.S. House, President and Secretary of the U.S. Senate, the U.S. Secretary of State, and Minnesota's Congressional delegation.

Expresses Minnesota Legislature's position that federal deficit spending improperly burdens future generations and that fiscal responsibility should be achieved through spending controls rather than tax increases.
