Removes the requirement that absentee ballot return envelope certificates be "dated" while retaining the requirement for a signature.

Adds voter's current email address as optional information on the absentee ballot return envelope certificate.

Modifies the presidential electors nomination timeline from 77 days to 71 days before the general election for major political parties to certify their elector nominees and party candidates to the secretary of state.

Requires certification that presidential and vice presidential candidates have no affidavit on file as a candidate for any other office in Minnesota at the general election.

Effective date is the day following final enactment.
