Establishes the Metropolitan Sports Authority to plan and finance a new stadium for the Minnesota Vikings and a soccer team in Minneapolis.

Requires the stadium to be built at the existing Metrodome site in Minneapolis with minimal footprint design to reduce costs.

Sets funding expectations: the professional football team must fund over 50% of capital costs and 80% of operating costs, with remaining support from businesses, fans, the host city, and the state.

Authorizes the Metropolitan Sports Facilities Commission to report to the legislature by January 15, 2013 with a comprehensive financing package, feasibility study, and recommendations for fan involvement including seat taxes and public raffles.

Directs the state to contribute sales tax forgiveness on building materials and potential credit for financing, with potential use of statewide revenue streams as backup for bond financing.
