Authorizes $190,000,000 in nonprofit housing bonds for affordable rental housing construction and renovation, Americans with Disabilities Act compliance modifications, and acquisition of vacant or foreclosed residential property.

Appropriates $350,000,000 from bond proceeds to Housing Finance Agency for loans and grants to rehabilitate publicly owned rental housing for low-income and senior residents.

Appropriates $160,000,000 in general fund for residential energy efficiency programs, local government energy improvements, school district and local government facility renovations, and renewable energy system installations.

Appropriates $15,000,000 from general fund to state administration for energy efficiency improvements to state buildings, including $500,000 specifically for Capitol and State Office Building upgrades.

Appropriates $344,000,000 and $949,000,000 from bond proceeds to Minnesota State Colleges and Universities and University of Minnesota respectively for deferred maintenance and capital improvements; authorizes $1,293,000,000 in state bonds to fund these higher education appropriations.
