Bill Summary

• Suspends salary and per diem compensation for legislators and the governor until all designated major finance and revenue bills are enacted, effective the day after final enactment.

• Sets the effective date for executive orders issued under section 16A.312 at 45 days after publication in the State Register and filing with the secretary of state.

• Establishes that appropriations from major finance and revenue bills continue at 100 percent of base level into the following biennium unless eliminated or modified by law.

• Prohibits courts from ordering state treasury expenditures that violate the Minnesota Constitution's requirement that money only be paid from the state treasury pursuant to an appropriation by law.

• Authorizes the governor to issue an executive order preventing expenditure of continued appropriations, except those funding public safety, and requires the governor to convene the legislature within 30 days of issuing such an order.
