Amends Minnesota Statutes section 45.027, subdivision 1 to clarify the Department of Commerce's authority to assess investigation costs.

Adds "or entity" to the exemption from investigation cost charges for licensees under chapters 60K or 82 when investigations result in no violation findings.

Maintains existing authority for the Department of Commerce commissioner to conduct investigations, require sworn statements, hold hearings, examine records, and assess investigation costs based on investigator salary and time spent.

Specifies that investigation costs are determined by the commissioner based on salary costs of investigators at an average daily rate and must be deposited into the general fund.

Preserves exemption from cost assessment for entities already subject to assessment provisions under sections 60A.03 and 60A.031.
