Modifies the exemption for road equipment from weight limitations under Minnesota traffic regulations to specify three activities: loading and readying vehicles for winter storm preparation, actively engaging in snow/ice removal or anti-icing activities, and engaging in flood control operations.

Adds "pretreatment and anti-icing activities" as explicitly covered actions within the snow and ice removal exemption.

Clarifies that weight limitation exemptions apply when equipment is performing these actions "on behalf of the state or a local governmental unit."

Maintains existing exemptions from width, height, and length provisions in sections 169.80 and 169.81 for road authority-owned, rented, or hired equipment.

Takes effect the day following final enactment.
