Amends Minnesota Statutes to modify county and municipal interim zoning/planning ordinances, allowing temporary restrictions on land use for up to one year while comprehensive plans are being developed.

Requires public notice and hearing at least ten days before interim ordinances take effect and prohibits interim ordinances from blocking applications that were complete and pending before the hearing notice was published, except for adult-use businesses, nuisance uses, or applications where an interim ordinance is adopted within 60 days of application receipt.

Establishes requirements for municipal development contracts, including prohibiting land dedications or fees not authorized by statute or mutually agreed upon, requiring rough proportionality between financial security amounts and work to be completed, and mandating municipalities provide applicants with complete contract copies at least three days before approval.

Clarifies nexus and proportionality requirements for park dedication fees and in-lieu cash payments, requiring an essential nexus between fees and municipal purposes and rough proportionality to needs created by subdivisions.

Adds new subdivision 2d allowing municipalities to require dedication of reasonable portions of buildable land in subdivisions for public streets, utilities, storm drainage, and similar improvements by municipal ordinance.

Effective for ordinances adopted on or after August 1, 2012.
