Requires all dental laboratories physically located in Minnesota to register with the Board of Dentistry beginning January 1, 2013, with a unique registration number valid for two years.

Registration applications must include business name, physical address, owner/operator name, contact information, and any certifying organization details, with responsibility to notify the board of changes.

Prohibits dental laboratories from performing work without a valid work order from a licensed dentist; requires registered laboratories to provide material content notices and country of origin information to dentists for inclusion in patient records.

Mandates that dentists use registered Minnesota dental laboratories for in-state laboratory work outside their office, though out-of-state laboratory work remains permitted with proper documentation.

Sets initial biennial registration fee at $50 and renewal fee at $25; appropriates $15,000 to the Board of Dentistry in fiscal year 2013 with a $10,000 base decrease for fiscal years 2014-2015.
