Defines "dental provider contract" as a written agreement between a dentist or dental clinic and a dental organization to provide dental care services.

Requires dental organizations to disclose any amendments or changes to existing contracts with dentists at least 90 days before the effective date of the proposed change.

Mandates that dental organizations conducting provider audits must provide written explanations of audit reasons and processes, allow reasonable time for providers to review and negotiate findings, and use only licensed dentists in good standing to review patient charts.

Prohibits dental plans and organizations from requiring dentists to provide services at fees set or approved by the plan unless those services are covered services, and prevents third-party administrators from providing network access to plans that set fees for non-covered services.

Effective August 1, 2011, for dental plans and provider agreements entered into or renewed on or after that date.
