Prohibits the commissioner of transportation and road authorities from imposing or authorizing tolls on highways or highway lanes, except for roads that already had tolls in place on or before July 1, 2006.

Repeals Minnesota Statutes sections 160.84 through 160.92, which contained provisions related to toll facilities.

Removes reference to repealed toll facility sections from Minnesota Statutes section 160.93, subdivision 3, regarding the commissioner's exemption from rulemaking requirements.

Amends section 117.226 to remove a reference to repealed section 160.85 in provisions governing the right of first refusal for condemned property.
