Extends lease levy authority for school districts that are members of the "Technology and Information Education Systems" (TIES) data processing joint board through taxes payable in 2023 (previously through 2012).

Allows TIES member districts to levy for lease agreements covering improvements to both buildings and land (adds "and land") for staff development purposes for groups of school districts.

Maintains the total levy authority cap of $632,000 for TIES-related lease costs, which must remain within the standard $150 per resident pupil unit limit for district lease levies.

Applies only to taxes payable in 2012 through 2023, with an effective date matching this timeframe.
