Designates a segment of Interstate Highway 35 in Rice County as "Deputy John W. Liebenstein Memorial Highway"

Requires the Commissioner of Transportation to adopt a suitable marking design and erect appropriate signs along the designated highway segment

Mandates placement of four memorial signs at specified locations: one southbound sign at the Rice County State-Aid Highway 86 overpass, one sign on the southbound off-ramp at Rice County State-Aid Highway 1 near where Deputy Liebenstein was killed, one sign on the northbound off-ramp at Rice County State-Aid Highway 1, and one northbound sign near the intersection of Rice County State-Aid Highways 21 and 45

Amends Minnesota Statutes 2010, section 161.14 by adding a new subdivision governing the memorial highway designation
