Creates Parent Aware quality rating system for early childhood education programs using 1-4 star ratings based on family partnerships, learning tracking, teacher training, and teaching materials.

Establishes early childhood education scholarships worth $4,000 per year for eligible 3-4 year old children in low-income families (at or below 47% of state median income) in Parent Aware Plus regions.

Provides tax credits for early childhood education workers including $500-$3,000 annual credit based on experience points for workers employed at quality programs for at least 12 months.

Allows 75% tax credits for individual and corporate donors contributing to qualified early childhood programs ($500,000 max aggregate in 2011; $1,000,000 thereafter) and for quality improvement donations to providers.

Appropriates $8,000,000 for fiscal year 2012 and $9,000,000 for fiscal year 2013 for early childhood education scholarship grants in Parent Aware Plus regions.
