Modifies motor vehicle registration rules for licensed lessors by removing the requirement to stamp expiration month in red on certificate of title and simplifying the application process to St. Paul or designated deputy registrar offices.

Allows subsequent registration periods for non-lessor applicants to commence from the last month for which registration was issued, maintaining 12-month registration periods.

Changes centralized record keeping requirement from three or more to two or more motor vehicle dealers under common management or control to maintain records at a single location.

Permits dealers to maintain all required records (not just those over 12 months old) at an alternative location within 25 miles of an affiliated dealer's established place of business, subject to department consent and reasonable denial basis.

Effective August 1, 2011, for all motor vehicle registration applications filed on or after that date.
