Modifies Minnesota Statutes section 169.345, subdivision 1, regarding how disability parking certificates must be displayed on motor vehicles.

Removes the requirement that disability parking certificates be displayed "on the driver's side" of the dashboard when they cannot be hung from the rearview mirror.

Allows certificates to be displayed on any part of the dashboard (instead of specifically the driver's side) when no rearview mirror exists or when the certificate holder's disability prevents mirror placement.

Maintains all other disability parking privileges, including exemptions from meter fees, time restrictions in nonmetered spaces, and parking in designated disability spaces.
