Amends Minnesota Statutes section 126C.10, subdivision 8a to expand sparsity revenue eligibility to school districts whose sparsity revenue is reduced due to school closures in other districts.

Allows school districts that close facilities to receive sparsity revenue equal to the greater of amounts calculated under existing formulas or the previous fiscal year's total sparsity revenue, provided the school board adopts a written resolution filed with the commissioner at least 60 days before the fiscal year begins.

Eliminates the written resolution requirement for school districts affected by closures in other districts.

Permits Independent School District No. 356, Lancaster to recover sparsity aid lost due to the closure of Kennedy Elementary School in Independent School District No. 2171, Kittson Central, if the board adopted a written resolution prior to the 2011-2012 school year start.

Effective for revenue in fiscal year 2012 and later.
