Appropriates $100,000,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for construction of trunk highways that promote economic development, increase employment, relieve traffic congestion, and connect two or more principal arterials

Allocates the $100,000,000 appropriation with 50 percent to the department's metropolitan district and 50 percent to districts in greater Minnesota

Authorizes the commissioner of management and budget to sell and issue up to $100,000,000 in trunk highway bonds, with proceeds deposited in the bond proceeds account in the trunk highway fund

Bond sale and issuance governed by Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11
