Renames the "Minnesota Youthworks Act" to the "AmeriCorps Innovation Act" and updates all references throughout Minnesota Statutes sections 124D.36-124D.45.

Updates the definition of "Federal law" from Public Law 101-610 to Public Law 111-13 to align with current federal AmeriCorps legislation.

Establishes grant application guidelines requiring cost-benefit analysis, research-based outcome measures, and performance data collection available for commission evaluation and public reporting.

Increases administrative expense cap from 5 percent to 7 percent of total program costs and expands allowed grant uses to include training and evaluation for program participants.

Changes commission reporting requirement from semiannual to annual reports to the legislature and repeals obsolete subdivisions 4, 5, and 6 of section 124D.38.
