Extends driver's license validity for persons serving outside Minnesota in active military service to one year following their separation or discharge from service, plus until their birthday in the fourth full year following their most recent renewal.

Applies the extended expiration period to both the service member and their spouse.

Removes previous requirement that a spouse's license be renewed if residing in Minnesota at the time of expiration or within 90 days of returning to the state.

Defines active military service by reference to Minnesota Statutes section 190.05, subdivision 5.

Effective July 1, 2011, and applies to all Minnesota driver's licenses valid on or after that date.
