Eliminates the prohibition on the Minnesota Public Utilities Commission issuing a certificate of need for construction of a new nuclear-powered electric generating plant.

Requires certificates of need for additional spent nuclear fuel storage at facilities seeking license extensions to address the impacts of continued operations over the approved period.

Prohibits the commission from issuing a certificate of need for a new nuclear plant if the applicant plans to reprocess spent fuel into weapons-grade plutonium at the plant or elsewhere in the state.

Both amendments to Minnesota Statutes section 216B.243 take effect the day following final enactment.
