Appropriates $400,000 from trunk highway bond proceeds to the commissioner of transportation for predesign, design, and construction of a noise barrier along Trunk Highway 10 in Anoka County from east of Airport Road to Interstate Highway 35W.

Funds are in addition to any money already obligated or committed by the commissioner for the noise barrier project.

Authorizes the commissioner of finance to sell and issue trunk highway bonds up to $400,000 to provide funding for the appropriation.

Bond sale and issuance follows Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11, with timing and amounts determined by the commissioner of transportation.

Takes effect the day following final enactment.
