Removes the requirement that disability parking certificates displayed on vehicle dashboards must be positioned on the driver's side, allowing placement anywhere on the dashboard when rearview mirror display is not feasible.

Modifies the affirmative defense for parking violations in disabled spaces to allow persons with expired permits or certificates (expired 90 days or less) to avoid conviction if they produce valid credentials in court and demonstrate entitlement at the time of violation.

Requires that any newly produced disability certificate or permit must be registered to the same person who owned the expired credential displayed at time of the violation.

Makes registered vehicle owners subject to the provisions governing disabled parking privileges and violations.
