Establishes a five-year pilot project allowing Lakes International Language Academy (District No. 4116) to operate as an educational entity within Independent School District No. 831, Forest Lake, while retaining charter school autonomy and flexibility.

Charter school remains in its current facility, continues operating as before, and remains subject to Minnesota Statutes section 124D.10 and chapters 13 and 13D.

Charter school chief administrator reports directly to the Forest Lake superintendent; charter school board serves as a site council with advisory role; budget and expenditures governed by binding agreement between district and charter school.

Charter school employees become at-will employees of the school district but may become permanent district employees after pilot project expires; employees remain eligible for alternative teacher pay under existing quality compensation agreement.

Pilot project applicable to 2011-2012 through 2015-2016 school years; either party may withdraw by March 1 of any school year, with termination effective June 30 of that year; education commissioner must evaluate and report findings to legislature by February 1, 2016.
