Establishes a Permanent School Fund Advisory Committee to advise the Department of Natural Resources on management of permanent school fund land held in trust for Minnesota school districts

Expands advisory committee membership to include legislative education and budget chairs, finance chairs, minority party representatives (one house member and one senator), the education commissioner, school district superintendents, and nine experts in forestry, mining, real estate development, renewable energy, finance, land management, and natural resource conservation

Designates the commissioner of natural resources to appoint school district superintendents and experts in specialized areas, with legislators able to recommend candidates for vacancies

Establishes staggered four-year terms for members appointed by commissioners according to section 15.059, with other legislative members serving at the pleasure of their appointing authorities

Provides that committee members serve without compensation, elect their own chair, and are subject to conflict of interest provisions under state law; effective the day following final enactment
