Allows counties, in addition to eligible cities (Duluth, St. Paul, South St. Paul, West St. Paul, and Inver Grove Heights), to establish and participate in the driver's license reinstatement diversion pilot program.

Permits the Commissioner of Public Safety to authorize additional cities and counties beyond those initially listed to establish diversion programs within their respective jurisdictions.

Extends the pilot program sunset date from June 30, 2011 to June 30, 2013 for accepting new diversion participants, and extends fee collection period from December 31, 2012 to December 31, 2014.

Requires reporting to legislative committees by February 1, 2013 (changed from 2011) on program results, including recidivism rates, fees collected, educational support provided, and participant statistics.

Adds requirement that after reinstatement fees and surcharges are paid, participants must pay a program participation fee as a condition of the diversion program.
