Appropriates $1,500,000 from bond proceeds to the Minnesota Amateur Sports Commission for grants to local government units for installing, renovating, or replacing heating, ventilating, and air conditioning systems in existing indoor ice arenas.

Eligible ice arenas must have ice resurfacing and ice edging equipment not powered by electricity; systems may include continuous electronic air monitoring devices to automatically activate ventilation when carbon monoxide or nitrogen dioxide reach predetermined levels.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,500,000 to fund the appropriation under Minnesota Statutes sections 16A.631 to 16A.675.

Increases the maximum rehabilitation and renovation grant limit from $100,000 to $200,000 and prioritizes grants for indoor air quality improvements, including zero emission ice resurfacing equipment and upgraded heating and air conditioning systems.

Expands technical assistance available to Minnesota communities to include renovation of heating, ventilating, and air conditioning systems.
