Allows motorcycles owned or operated by permanently physically disabled persons to qualify for disability plates, in addition to motor vehicles, trucks, and recreational vehicles.

Requires one disability plate for motorcycles (same size as regular motorcycle plate) instead of two plates, with the plate displaying the internationally accepted wheelchair symbol emblem.

Permits disability plates on motorcycles to be transferred to replacement motorcycles upon notification to the commissioner, provided the replacement vehicle is owned or primarily operated by the disabled person.

Updates certificate display requirements for motorcycles to allow certificates to be secured to the vehicle when rearview mirror display is not feasible.

Maintains existing penalties for unauthorized use of disability plates and permits, including a $500 fine for misdemeanor violations.
