Modifies Minnesota overtime requirements for employees of air carriers subject to the Railway Labor Act, title II.

Exempts air carrier employees from overtime rules when hours worked over 48 per week are voluntary and arranged through agreements among employees to trade scheduled work hours.

Does not apply to hours that are required by the carrier, only to voluntarily arranged work hour trades.

Effective the day following final enactment (signed April 7, 2011).
