Modifies driver education requirements for obtaining an instruction permit for applicants ages 15-17 in Minnesota by changing from requiring enrollment in approved programs to requiring completion of classroom instruction phase.

Allows three options for satisfying classroom instruction requirement: completion of classroom phase in approved driver education program, home-classroom driver training for certified homeschool students, or Internet-based theory driver education program approved by the commissioner.

Requires applicants to be enrolled in or have completed behind-the-wheel training in an approved driver education program, separating this requirement from the classroom instruction requirement.

Maintains existing requirements for instruction permit applicants: passing eyesight and traffic law knowledge tests, completing required application with parental/guardian approval, and paying applicable fees.

Instruction permit validity period remains two years from date of application with renewal option upon fee payment.
