Requires the Minnesota State Colleges and Universities central office and shared services unit to reduce appropriations by at least 10 percent for the biennium ending June 30, 2013, compared to the biennium ending June 30, 2011.

Prohibits reductions to the Minnesota State Colleges and Universities from being allocated to individual institutions or charged back to any campus.

Requires the University of Minnesota Board of Regents to expend 10 percent less for administrative services in the biennium ending June 30, 2013, compared to administrative spending in the biennium ending June 30, 2011.

Takes effect the day following final enactment.
