Authorizes the commissioner of public safety to create a female-veteran designation for special veteran's license plates and Gold Star license plates in Minnesota.

Defines "qualified person" as a female veteran eligible for special veteran's plates under existing law, or a survivor of a female veteran eligible for Gold Star plates.

Allows qualified persons to request the female-veteran designation when applying for special veteran's or Gold Star license plates; the designation must be displayed on the plate alongside other required emblems.

Requires the commissioner to verify eligibility using documentation such as federal Form DD-214, military identification, military or state driver's license, or Minnesota state identification card.

Directs the commissioner of veterans affairs to consult with the commissioner of public safety, the Minnesota Women Veterans Initiative Working Group, and veterans service organizations to design the female-veteran designation; effective January 15, 2012.
