Expands the postsecondary enrollment options program to allow 9th and 10th grade students to enroll in college courses, in addition to the existing 11th and 12th grade eligibility.

Limits 9th grade enrollees to participate for no more than four academic years and 10th grade enrollees to participate for no more than three academic years for secondary credit.

Allows 9th and 10th graders to enroll only in courses offered under subdivision 10 if additional students are needed after all 11th and 12th grade applicants have been accommodated.

Requires districts to provide program information to students in grades 8, 9, 10, and 11 by March 1 each year.

Requires postsecondary institutions to notify students, their schools or districts, and the commissioner within ten days of accepting a secondary pupil for enrollment.
