Prohibits school boards from withholding student grades or diplomas for nonpayment of school lunch debts, effective July 1, 2011.

Bans physical segregation, discrimination, or stigmatization of students eligible for free or reduced-price school lunches, including use of special lines, tickets, or public identification methods.

Prohibits denial of lunch to students eligible for reduced-price lunches who lack sufficient funds or have unpaid lunch debts.

Forbids collection entities from taking action against children in households with unpaid lunch debts and prohibits use of collection agencies to pursue school lunch debt recovery.

Requires entities collecting unpaid school lunch debts to comply with Minnesota debt collection laws and allows households to seek injunctions for violations.
