Establishes special American Red Cross license plates available to owners of passenger automobiles, one-ton pickup trucks, motorcycles, and recreational vehicles.

Requires applicants to pay a $10 fee per set of plates and contribute a minimum of $25 annually to the American Red Cross disaster preparedness and relief account.

Plate design shall be developed by the commissioner of public safety in consultation with Minnesota chapters of the American Red Cross, subject to commissioner approval.

Allows plates to be transferred to another vehicle registered to the same owner for a $5 transfer fee.

Dedicates collected plate fees to the vehicle services operating account and annual contributions to the American Red Cross disaster preparedness and relief account after administrative costs are deducted.
