Establishes a two-year grant program (fiscal years 2012-2013) for school districts to provide additional student counseling services in high-need public high schools with student mobility rates exceeding 25 percent and enrollments of 100 or more students in grades 7-12.

Requires school districts to apply to the education commissioner with evidence of qualifying mobility rates and a plan for using grant funds to serve highly mobile students, with grants awarded on a first-come, first-served basis.

Prohibits grantees from using grant funds to replace existing counseling services and requires grant amounts to be determined based on student enrollment at the start of the current school year.

Mandates the education commissioner evaluate the grant program and provide a recommendation to the legislature's education policy and finance committees by February 15, 2014, on whether to expand the program statewide.

Appropriates unspecified amounts from the general fund for fiscal years 2012 and 2013, with any unexpended first-year balance carried forward to the second year.
