Commissioner of transportation shall erect a specific service sign on the east side of Trunk Highway 52 near its intersection with 37th Street NW in Olmsted County.

Sign funding must come from nonstate sources before placement can occur.

Sign must display the name, business panel, or both of a retail establishment that operated before the noise wall construction on Highway 52.

Retail establishment's premises must be blocked from Highway 52 view by the noise wall.
