Adds automatic license revocation for teachers whose school board terminated or discharged them based on a commissioner determination of maltreatment under section 626.556, subdivision 10e, paragraph (d), without right to a hearing.

Allows teachers to petition for license reconsideration if their conviction is reversed on appeal or they receive a pardon, with the board conducting a disciplinary hearing unless waived.

Requires the Commissioner of Education to maintain and make available a model policy on mandatory reporting of child neglect and physical or sexual abuse under section 626.556.

Mandates each school board adopt a written policy on mandatory child maltreatment reporting and include these policies in school personnel handbooks with annual compliance reviews.
